Creating Vibrant Waterfronts in Rhode Island

Woonasquatucket River Management Plan Workshop

The purpose of the Woonasquatucket workshop was to discuss Woonasquatucket Plan and future CRMC permit applications for the area along the Inner Harbor and River Zone of the Woonasquatucket River (from the Providence Place Mall to the western extent of the Metro Bay region Special Area Management Plan (SAMP) boundary at Atwells Avenue). This Plan will become an amendment to the Urban Coastal Greenway Policy as part of the Metro Bay region SAMP.

Identifying Innovative Solutions to Guide Development along the Providence River

Sea Grant Sustainable Coastal Communities and Ecosystems Extension Program/URI Coastal Resources Center hosted a two-day workshop, “Identifying Innovative Solutions to Guide Development Along the Providence River,” to address the competing demands on the area by a variety of stakeholders. Participants heard presentations from experts on urban coastal policy, planning, design, and development and from city and state planners. A two-panel dialogue between local and national experts answered audience questions.

Working Waterways and Waterfronts 2007: A National Symposium on Public Access

This is the first national conference addressing loss of water access. The conference will tap academic researchers and industry specialists to present ideas on preserving and providing access to the water.

LID Master Design Certificate Workshop

The RI Coastal Resources Management Council (CRMC) Urban Coastal Greenway (UCG) Policy requires all those seeking CRMC permits to develop in the Metro Bay Special Area Management Plan (SAMP) Region must show proof of a Master Design Low Impact Development (LID) Certificate in order to proceed with the CRMC permitting process. Certification attendees will 1) review components of the UCG policy, 2) learn how to apply LID techniques to urban coastal settings, and 3) explore policy impacts on development requirements in the Metro Bay SAMP Region. The policy provides a more flexible and streamlined approach to coastal vegetative buffer regulations in an effort to balance development with environmental protection, restoration, and public access. Attendees who complete the course will receive hard-copy certification via mail post-event.

Open for Business workshop samp logo

The University of Rhode Island Coastal Resources Center/Rhode Island Sea Grant is working with the cities of Cranston, Providence, Pawtucket and East Providence to lower the chances that people are impacted by future hurricanes and large coastal storms. The focus of this workshop is for individuals to learn how to prepare their offices (their staffs, critical paperwork, equipment, and infrastructure) so that in the event of a disaster they can open their doors and serve clients- often those folks in most need as soon as possible. After the session, attendees and their co-workers complete a workbook that, if done correctly, will help ensure a prompt post-hurricane opening.

Low Impact Development Certification Course
Pending CRMC approval in Fall 2006 of its UCG Policy, all those seeking CRMC permits to develop in the Metro Bay SAMP Region must show proof of LID Certification, with techniques applied to the project design, in order to proceed with the CRMC permitting process. NOTE: Engineers are designated as priority placements, with remaining slots allocated for architects, developers, environmental consultants, and related professionals. Also, while only one (1) individual from a potential applicant/business need attend the mandatory course to secure certification for the entire firm, more than one (1) firm representative may attend, pending space availability.

Coastal Construction Course
The course will highlighted key elements and lessons learned related to planning, design and construction of residential structures in coastal hazard areas through examination of updated and expanded version of the Coastal Construction Manual: Principles and Practices of Planning, Siting, Designing, Constructing, and Maintaining Residential Buildings in Coastal areas, produced by Federal Emergency Management Agency (FEMA). Presentation on tidal datums and land elevations will be included as a critical element for design. Where feasible, local examples were discussed as a means of learning from experience and enhancing coastal communities' structural resilience to natural hazards, especially hurricanes and nor'easters.

Community Presentations on Hazard Preparation

Featured speaker David Vallee of the National Weather Service presented the latest information about hurricane forecasts for this area, and engaged city leaders and attendees in a dialogue regarding disaster resilience challenges and opportunities for the Metro Bay area. Pam Rubinoff presented an overview of SAMP efforts in hazards. Free and open to the public.

Habitat Meeting
As part of the Metro Bay SAMP effort, CRMC, RI Sea Grant/The Coastal Resources Center and Save The Bay held a meeting to discuss available data on submerged habitats and other aquatic species in the Metro Bay area. CRMC recognizes the importance of ensuring this information is considered in future decision-making. As an example, this summer and fall this information can be incorporated into the discussion of potential CRMC water type revisions for the region, in addition to other information including recreation, working waterfront, flood plains, and development

Metro Bay Partnership Public Meeting
The monthly Metro Bay partnership meeting topic was Preparing for Hurricanes: what the Metro Bay Region (including municipalities and businesses) Can Do to Prepare. Speakers from the National Weather Service, the Rhode Island Emergency Management Agency, and others presented the hurricane forecast for this year and what we can do as a region to prepare. The meeting was held from 9:30am to 11:30am.

The Coastal Society's 20th Biennial Conference: Charting a New Course: Shaping Solutions for the Coasts

TCS 20 presented a solution-based conference experience: learning and sharing information, success stories and challenges, and exploring the interface among scientists, policy-makers, coastal managers and the public. 21st Annual Rhode Island Statewide Historic Preservation Conference: Outlooks and Opportunities on the Waterfront

Discover industrial waterways and lakefront resorts as well as fishing villages and commercial ports. Then consider the unique and often endangered historic resources present: dams and towpaths, summer cottages and recreational facilities, shanties, and wharves. Gather strategies to improve public access, protect working waterfronts, and preserve historic character. And explore the area--a stroll around the Pawtuxet Village Historic District, a visit to local State Preservation Grant projects, a neighborhood tour of Edgewood, or a cruise on Narragansett Bay. A Metro Bay Boat Tour takes place in the afternoon.
